Arunachal’s share of hired workers highest in the country
ITANAGAR, Sept 8: Arunachal has highest proportion of hired workers amongst all the states of country which stood at 66.91%. It also covers the service sectors like education and health and in which the percentage of female workers is 30.30%. Growth rate of establishments at all India level has been recorded at 41.73%, while at state level growth rate is 34.09%. These are some of the major data based highlights of the provisional results of the Sixth Economic Census 2013 for Arunachal Pradesh released by Chief Secretary Ramesh Negi at his conference hall here today.
While the growth rate of total number of persons employed over 5th Economic Census 2005 has been recorded at 34.73 % in all all India level but at state level it is 17.73%. The total number of establishment counted in the state is 36,602 with the 19,288 number in rural and 17314 in urban areas.
Papum Pare district tops the chart of the top 10 districts in terms of their percentage shares in total number of establishments including highest percentage shares in total numbers of persons employed. However it may be influenced due to presence of capital complex within Papum Pare district.
Analysis of the state figures with All India figures and also decadal census data indicate some important development issues for the state. Rate of increase of 34.09% in number of establishments of the state is lower than the All India figure of 41.73%. Overall rate of increase of 17.73% in number of persons employed is less than the rate of 26% increase in population for the state. Number of establishments in urban areas has increased at 83.22% which is more than three times the population growth. This growth is due to the fact that in between 5th and 6th EC 10 districts/ SDO hqs having concentration of establishment has been notified as urban areas. But in rural areas, the increase of 8.08% is found to be three times less than the population growth. The average number of workers per establishments is found to be higher than the national average inspite of the having the lowest population density and sparse workforce.
Along with Commissioners and Secretaries of various departments, Secretary Economics and Statistics, Sonam Chombey and Director (Eco & Statistics), Koj Tajang were also present on the occasion.
Deputy Director, Dr. S.Biswas in his PowerPoint presentation highlighted the data trends and analysis in major areas of the provisional census. He informed that the House and Establishment listing Schedule of 6th Economic Census was designed to capture many other fields of data such as major activity, ownership, social group, nature of operation, source of finance etc. The final report will provide the conclusive analysis of these issues.
The Sixth Economic census was conducted by the department Economics and Statistics in collaboration with District Administration in 2013. It serves as an important tool for planners and development strategists. (DIPR)

The day commemorates Buddha’s making peace among his disciples by retreating into the wilderness. The legend has it that while he was there, a monkey brought him honey to eat. On Sitang Chale, Buddhists remember this act by giving honey to monks. The monkey's gift is frequently depicted in Buddhist art.
In capital complex, a joyous atmosphere prevailed in Theravada Buddhist Vihara as the head monk Venerable Ratnadeepa led celebrants through Buddhist chants of the sacred verses from the Tripitaka and offered special prayers seeking continued peace and progress of the nation as well as global peace.
Delivering his discourse on the occasion, Kesang Ariyadhamma, a Buddhist Scholar, explained about the moral values and virtues of Buddhist life and significance of Sitang Chale and on celebrating the greatness of charity as the day signifies its role in establishing unity among Buddhists all over the globe.
The lesson of sitang chale is charity, service and unities as this are essential for human life. It is necessary to have mutual tolerance to establish unity. Sacrifice and service bring about changes in both humans and animals. On sitang chale we worship Buddha with honey. Honey is symbolic of love (metta), amity, compassion, and affection, reminding us of our interdependence with the animal world. Sitang Chale thus, announces the greatness of charity. To say, Buddhist moral precepts provide a wholesome foundation for personal and social growth. They are practical principles for a good life and the cultivation of virtues, he adds.
Other highlights of the celebration across the Theravada Buddhist inhabitants were offering of honey, mass prayer, sangadana, discussions, panchashila, illumination and offering of lights.

International Literacy Day observed
‘Teach illiterates to read and write’
ITANAGAR, Sept 8: The 48th International Literacy Day was observed in a befitting manner at Govt. Middle School, Borum under the banner of Papum Pare Zilla Shaksharata Sadmity, Yupia.
Speaking on the occasion, Papum Pare DDE TT Tara highlighted the importance of education particularly for the cause of all round development.
We should prepare ourselves to eradicate illiteracy from each and every corner of the district and Papum Pare a cent percent literate district. He advised the student community to be labourious and hard working towards their studies in this competitive age.
Tori Gadi, APO (Adult Education) highlighted about current literacy position of the state as well as other states of the country. He said that current literacy rate of the district is 82% which is 15% above the state’s overall literacy rate of 67% and 8% above the national literacy rate (of 74%). He called upon everyone to realize the importance of the day.
“We could survive and achieve our fruits of development in real term only when our neighbours and people around us would be literate fully,” said AK Mishra, Coord Pedagogy. He urged all the literate persons to teach and help the illiterate person read and write to eradicate illiteracy from our society.

CHANGLANG, Sept 8: The 52nd governing body meeting of DRDA, Changlang was held here at DC’s conference hall here today.

AVP’s youths awareness camp stresses on personality develop
ITANAGAR, Sept 8: Arunachal Pradesh Vikas Parishad (AVP) organized a one day youth awareness camp at Govt. Primary School Garung, Balijan yesterday.
Attending the valedicotory function of the programme, Balijan EAC M Loyi appealed to the youths to develop positive attitude and good personality since having good personality is an important skill in life.
Medical officer Dr. Taw Kaku and Dr. Taw Mala asked the youths to shun bad habits. The medical officers duo also explained the ill effects of drug abuse and how to avoid such habits.
Speakers on the occasion highlighted on various social problems prevailing in the society and their solutions.
B. Bharali interacted with youth on the topic “Indigenous faith and role of youth”. Shanti Manoharan, Principal VKV also spoke on the occasion.
Altogether 80 youths of the area attended the camp with full enthusiasm.
Nilakanta Kardong, full time workers of AVP highlighted the aim and activities of AVP all over the state and appealed to the youth to participate in the state level Archery competition and “Yuwa Karyakarta Sammelan” which will be held in October at Itanagar.
Similar camp was also organized at Koronu village in Lower Dibang Valley district by AVP on the same day.
AVP has planned to conduct 100 youth awareness camps all over the state during September and October to create awareness among youth about the importance of character building, personality development and their responsibility in building a developed society.

Chako’s death mourned
ITANAGAR, Sept 8: The Nyishi Baptist Church Council has mourned the death of businessman KP Chako.
Offering condolences to the bereaved family members, it further prayed for the eternal peace of the departed soul.
We further pray that crime towards anybody should not happen which is against God’s law of love, it said in the release. Former Lok Sabha MP Takam Sanjoy condemned recent kidnapping and killing of K P Chako by some elements. He conveyed heartfelt condolence to the bereaved family.
Such cowardly act will paint a bad picture of this peaceful state, Sanjoy said and appealed to the police and the administration to apprehend the culprits responsible for such heinous crime without delay.
Chako was an amiable and hardworking person, the former MP said adding the business community of the state particularly the traders of Capital Complex have lost a very good friend and promising business at the death of Chako.
Cleanliness drive at Dariya Hill water fall
ITANAGAR, Sept 8: The students of department of Travel & Tourism Management of Rajiv Gandhi Govt. Polytechnic, Itanagar in collaboration with Department of Tourism, GoAP, cleaned the water fall at Dariya hill yesterday.
Numerous pieces of plastics loaded with toxic pollutants, waste materials/garbage were collected from the water fall site and destroyed them by burning.
The students appealed to all not throw plastic bottles, waste materials etc. near the water fall and also at Ganga Lake, Biological Park (Zoo) etc and keep those area neat and clean. Water fall at Dariya Pahar located about four and half km away from Bank Tinali here is the lone waterfall in the state capital. They also urged the government to improve infrastructure near Water Fall.
Over 50 first, second and third year students of the department under ‘Clean the State Programme’ participated in the cleanliness drive.
AKSU demands action
ITANAGAR, Sept 8: All Kimin Students’ Union (AKSU) has reiterated its demand for action against stone crusher units set up at Hawa camp, 2 Kilo and 5 Kilo under Kimin circle allegedly in violation of various laid down norms and guidelines.
AKSU claimed that the stone crusher unit at Hawa camp has been set up without obtaining NOC from the appropriate authority while stone crusher units at 2 Kilo and 5 Kilo were set up by not following the Arunachal Pradesh Stone Crusher Unit guidelines and in violation of Arunachal Pradesh Minor Mineral Concession Rules 2002, Forest Conservation Act 1980 etc. Moreover, stone crusher unit at 2 Kilo has been set up in a government plot, claimed AKSU.
AKSU demanded eviction of the stone crusher unit at Hawa camp and cancellation of NOCs of the remaining two stone crusher units immediately failing which the students union threatened to launch democratic movement.
AKSU informed that it had submitted a memorandum to both Papum Pare Deputy Commissioner and the Director of Geology & Mining, Government of Arunachal Pradesh on August 22 demanding immediate eviction drive against the stone crusher plant set up at Hawacamp without NOC and cancellation of NOCs of other two units at 5 Kilo and 2 Kilo.
Health Camp at Bulla camp
SEPPA, Sept 8: The health camp cum awareness programme was organized by Watte Youth Organization in collaboration with medical department at Bulla Camp under East Kameng on Sept 6 next.
Altogether 215 patients were examined and treated for various diseases by a team of doctors. One case of Malaria PF was detected during the health camp. The camp was participated by Dr. S K Suman, SMO, Dr. Tasso Tagia, SMO, Dr. Lito Ete, MO and paramedical staffs.

DM orders felling of tall and aged trees
AALO, Sept 8: Concerned over the large number of tall and aged trees existing in Aalo township causing disruption to telephone, power, cable TV lines and even posing threat to human life and property in the event of natural calamities like earthquake, strong winds and torrential rains, the West Siang District Magistrate, Pige Ligu has ordered removal of these trees by the residents of Aalo township within their respective areas within 30 days. Failing to comply with the order will compel the administration to remove all such trees. The felling of trees, however, should be carried out after having been verified and certified by Forest department, the order said.
Earlier, the DM also issued blanket ban on fishing in the rivers using explosives, poisonous substances, professional fishing through nets, use of electricity etc. The order had been issued in response to growing concern among the public of the district over wanton fishing for domestic and commercial purpose. ITANAGAR, Sept 8: The All Bassarnallo Youth Association (ABYA) has appealed to the state government to check illegal activities like felling of trees being carried out in Bassarnallo area.

Implement the order
Dear Editor,
I want to appreciate Mige Kamki, Deputy Commissioner, Itanagar Capital Complex, through your esteemed daily for his commendable job in Itanagar and Naharlagun particularly for fixing the maximum retail price of seasonal fruit, vegetables, meat, fish and egg within Capital Complex.
However I would like to inform the Deputy Commissioner, Itanagar Capital Complex that the prices are not being implemented so far.

In this case whom do we blame? Why should not we be allowed to purchase the goods as per rate fixed by Deputy Commissioner, Itanagar Capital Complex?
Therefore I request the Deputy Commissioner to look into the matter for proper enforcement of the fixed price in capital complex.
I would also like to urge the people of Itanagar to follow up the order that has been issued by the administration. The strict action should be taken against those who are not implementing the order.

Time to fill the gap

The recently announcement by the Minister of Health & Family Welfare Kalikho Pul
for the creation of 2492 posts in the department of Health & Family Welfare is appreciable
because the department needs lots of Manpower to function smoothly. If we go through
the guideline of (IPHS) Indian Public Health Standard then our state is facing lots
of ordeal owing to lack of manpower, of equipment and infrastructure. A report says
we have merely 210 functional sub health centres out of 494 throughout the state.
The district hospitals, community health, primary health & sub health centres require
proper need up-
Therefore, I believe that the Minister of Health & Family Welfare, Kalikho Pul may fill up the gap between existing scenario and requirements of the health sector.
The educated youths are happy to hear about the creation of the 2492 posts in the Health Sector as they are going to have the opportunity to serve the state.

Don’t let the assurance go in vain
Dear Editor,
Through your esteemed daily, I would like to remind the Education Minister of Arunachal Pradesh regarding a news published on 24th June, entitled “Panchayat leaders called on Education Minister” in which he assured posting of five subject teachers (JTs) and full pledge Principal to Govt. Higher Secondary Schools at Pongchau and Wakka and Govt. Secondary School, Nginu.
The academic sessions have started long before but there are no sign of teachers joining the schools. Earlier in the last tenure, our local MLA along with Panchayat leaders had approached the then Education Minister for the same and he gave a mammoth assurances.
Overjoyed, we the students, public and leaders gave a thundering applause which swiftly disappeared, as the assurances were not realised.
In 2009, the Govt. of Arunachal Pradesh upgraded these schools from Secondary to higher secondary and middle to secondary but without posting subject teachers (STs or JTs) and the Principals or Headmaster. Since then, the students of Pongchau and Wakka area are facing problems of getting admissions in other schools.
Though upgraded formally and in papers, the schools remained the same instead created a problem in the admission process of the schools. As per the education jurisdiction divisions; the students of these areas were admitted at Govt. higher secondary school, Longding. However, after the news of upgradation, the school authority of Longding has denied the admissions of these students. Here the students become helpless and losing their academic classes every year. They have to wait for a notification from the Directorate of Education, allowing them to get admission on special ground. The students are tired of getting admission on this special status and the blessings of high schools at their doors have turned to be a curse.
To turn the latter into blessings, I appeal the Education Minister to kindly initiate the posting of subject teachers to the schools at Nginu, Wakka and Pongchau and Principals to Govt Higher Secondary Schools at Pongchau and Wakka immediately as promised. These schools are still running with shortage of teachers and other grievances. The posting of teachers would definitely benefit the students and the schools will be mentally set for starting classes XI & XII by the coming academic session.

Dear Editor,
The road condition is worsening in our state capital due to landslides and drainage right. Day in and day out citizens of our state is complaining about the road condition.
But we forget that once constructed it is our duty to maintain it. Everybody wants a building near the highway (road), for which land cutting and leveling are like everyday meal. The sad part to it is that most of them are reputed engineers.
After doing their work they forget that drains and roads are filled with soil and rock which they just leave it that way. The rest are accumulated during monsoon.
It is in our nature to blame but I suggest that fines may be imposed on those who inflict harm because of earth cutting and government should force them to repair the damage.

Implementation part is matter of concern
Following the death of abducted businessman KP Chako, the Arunachal Pradesh Police
yesterday announced slew of measures to contain rising crime graph in capital. Director
General of Police (DGP) S Nithianandam informed that the government has sanctioned
for establishment of five new check gates at strategic locations like Yupia-
Police is also going to soon start tenant verification drive and install CCTV cameras
in strategic location. Though late, these are indeed very important measures and
if implemented properly have the potential to bring desirable changes. However Arunachal
police should ensure that these steps do not remain as knee-
